Main Responsibilities

The candidate will support the ESTEC Electrical Engineer(s) in all aspects of electrical engineering tasks and be appointed as a “Work Responsible” in control of work activities on High- and Low Voltage, in accordance with NEN (EN) 50110.

The position covers the following activities, including but not limited to:

  • Supervision of the annual preventive maintenance scheme in the domain together with the maintenance contractor;
  • Supervision of preventive and corrective maintenance as well as repairs in the domain in liaison with contractors;
  • Assessing the quality of works performed by any contractor or sub-contractors operating on site, especially the quality of maintenance performed by the Maintenance Contractor;
  • Support to project management of major refurbishment or new installation;
  • Establishment of programmes of requirements in consultation with the facility end-users and production of the relevant technical specifications;
  • Establishment of domain specific installations’ inspection programme and propose modifications / upgrades to be completed;
  • Deliveries of advice on all present system, their change, improvement or upgrade as well as systems safety-related matters;
  • Initiation of or participation to technical investigations, feasibility studies, cost estimates, control of “as built” documents, meeting with contractors;
  • Taking part in corporate level activities as required by the management;
  • Support in preparation of technical specifications, engineering and implementation for “ad-hoc services” (up till €50.000,-);
  • Follow-up and supervision of tasks related to “ad-hoc services” up till €50.000,-, so called Request for Quotations (RFQ) and Request for Works (RFW);
  • Supervision of preventive-, corrective- and predictive maintenance works on all electrical installations, like Normal Power- , Emergency Power- and Uninterruptable Power production- and distribution grids;
  • Earth- and Lightning protection systems;
  • Fire detection- and Evacuation Systems;
  • Light Control, Public Address system, Energy & Power Management systems, SDAS);
  • Access Control systems;
  • Closed Circuit Television;
  • Universal Cabling Systems;
  • Participate in meetings with the subsequent relevant technical input;
  • On-call availability outside working hours in case of technical problems, operational requirements or technical emergencies at ESTEC site.

Successful Candidate

Essentials:

  • The suitable candidate should have a BSc / Diploma in Electrical- and/or Electronics techniques field with a minimum of 4years of experience;
  • His/her experience shall include design and work preparation as well as designing technical solutions and writing specifications in English;
  • He/she has a good knowledge of the Dutch electrical norms and regulations NEN-1010, EN-50110, NEN-3140, NEN-3840 and is familiar with NEN-2535 and NEN-2575;
  • He/she has 8 years of practical and supervisory experience in low-voltage installations, heavy power installations up to 1250 KVA. He/she has a good knowledge of High Tension installations and is qualified as “work responsible/installation responsible” according to NEN-EN 50110;
  • He/she possesses a KEMA approved High Tension degree;
  • The working languages are English and Dutch. A good knowledge of one of these two languages is required together with a working knowledge of the other language.

Desirables:

  • Proven knowledge of NEN-EN-50110, NEN-1010, NEN3140, NEN3840;
  • At least 5 year experience in organization and control works on the Low Voltage installations (400V/230V);
  • At least 5 year experience in organization and control works on the High Voltage installations (10kV);
  • Working skills in Microsoft Office 2010 (Word, Excel, Access and Project);
  • Working kills in Archibus FM (CIFM);
  • A valid certification conform “Veiligheid Hoog- en Laagspanningsinstallaties – niveau IV/WV” is a good advantage, or readiness to get this certification.
